no auto reply if the user read the msg in phone 1st

if new msg come in, and the user read it in phone 1st before the welcome message come in, then the welcome msg will not send in.

we still need to allow the auto reply welcome msg to send in as well even the user read it. and the msg also need to goes into queue ticket also.

but if the user reply from phone, then no need to send welcome msg any more.

and the ticket goes to working on.
