inform client automatically whenever their instance has updated with new version

current issue:

solutions (suggest by Ruey):

in db we store the current version, for instance 0.0.0.
if we've updated the latest version, whenever there is any one of the users logging in the system, it will 1st check the current config version.
it will compare againts the config version and the DB version. if config version is bigger than the DB one then it will send the email to all the users (active) in that waapy account.
