to have the function that allow admin to assign contact's default ticket user assigning in the contact list.

example 1, contact A belongs to user 1's customer, whenever contact A new ticket created, it will always assigned to user 1.

example 2, contact A belongs to queue 1's customer, whenever contact A new ticket created, it will always assigned to queue 1.

You may use @ to mention someone.
