currently waapy is able to capture unread msg and open new ticket once connected or restart server. but we need an option to allow admin to enable or disable this to capture unread msg. but this capture have to run every x minutes instead of waiting server restarted.

this is to resolve the issue on sometimes the incoming msg didn't captured in waapy.
