transfer ticket connection selection

issue: if the ticket is under official acc, it can't transfer to unofficial number. but the drop down still showing the option.

solution options:

if the ticket is under official one, we hide the connection drop down.
or ticket only can transfer to users, but cannot transfer to another number regardless official or non official.
