if send message from contact list need to assign queue

right now if i send message from contact list, the user isn't allow to select which queue.

if the user don't have queue, then he/she cannot send the message directly from the contact list (except is the admin).
if the user has queue, then allow him to choose which queue he want to assign to before he sent.
