in the assign task's UI we need to modify the UX.

the queue display first, then 2nd row only display the agent.
by default it will display no queue, and no agent in the field.
if the user selected the the queue, then the agent option will display the agents under this queue.
if the user selected the agent, then the queue will display the queue under this agent.
if the agent don't have queue, then the queue option will display nothing, but if the agent is admin, then display all the queue.
if the queue don't have agent, then the agent will display nothing, but only admin user.
don't use keywords search to search for queue and agent, use drop down. (best can combine both)
