right now whenever the user start a ticket select from contact list, it will no assign to any queue to the ticket. this cause an issue whereby if the user has been removed or disabled, other users who want to take over the ticket maybe be able to see the ticket because no queue assigned.
in this case when open a ticket from contact list, if the user has queue assigned to it, then we've to force the user to select which queue this ticket should assign to. if the user don't have queue assigned, then can skip this part.
force user to choose which queue to assign during start a new ticket
