if there is a new ticket coming in,
scence 1: if there is queue ID assigned to the new ticket, then the users under the queue ID will be able to see the ticket from their queue list.
scence 2: if the new ticket don't have queue ID, then only admin can see the ticket in the queue list.
scence 3: if the ticket has been assigned to the user id, then only admin and the user ID can see the ticket.
new ticket in queue should not be visible to all user
