currently we've the permission features, but many admin complaint they are not able to see the tickets after create the users.
this is because they didn't realised the permission need to be set, so in this case, we need to set a default permission whenever they create a new users without touching the permission setting.
the default permisison
- allow users to see all the tickets in queue tab
- allow users to see its own/assigned tickets in working tab
- can allow users to accept, close, transfer, open, reopen tickets
